Canada welcomes Palestinians in Gaza with Open Arms

The government of Canada believes in Humanitarian rights and facilitates those in need based on what their top priorities are; such may encompass food, temporary housing, clean water to drink, emergency medical attention, and sanitary facilities. Canada, more than any other nation, is still gravely concerned about the ongoing conflict between Israel and Hamas, and the extent of the humanitarian crisis in Gaza.

Staying true to what the institute believed, IRCC introduced a temporary resident (TR) program for Palestinians in Gaza with family in Canada and on 9th January 2024 the Honourable Marc Miller announced the opening of the pathway. This is only eligible for the extended family members who have Canadian citizenship or Permanent Residency (PR).

With the help of family members who are Canadian citizens or permanent residents, this provision offers temporary safe haven to Palestinians who are directly impacted by the Gaza conflict. In addition to their immediate family (spouse, common-law partner, dependent child, and dependent child of a dependent child), eligible family members also include a Canadian citizen or permanent resident’s sibling, child, grandchild, parent, or grandparent.

“The situation on the ground in Gaza is challenging and volatile. These new measures provide a humanitarian pathway to safety and recognize the importance of keeping families together given the ongoing crisis. We will continue to monitor the situation in Gaza very closely as it evolves and adapt our response accordingly.”  – The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship.

Contrary to earlier suggestions, the federal government’s claimed 1,000-person ceiling on temporary resident permits for Palestinians wishing to escape Gaza is not a firm cap. In an interview with  CTV News Channel’s Power Play, Marc Miller said:

“It is conventional for a number of these programs to have an internal number that is established. This was one that we thought at the outset — in the context of something being done in a relatively short period of time understanding that it’s a war zone in Gaza — was something to manage flow, understand what the numbers are, and then you know remain flexible on the fly if we do see numbers that exceed that.”

How to Apply 

There are 3 stages to apply for a temporary resident visa (TRV) under these special measures.

  1. Complete the statutory declaration form and the consent to disclose personal information form: The statutory declaration form is a document that is used to confirm the anchor’s intention to provide support to you and the family members who come with you to Canada through these measures. It lists the specific support that is expected from the anchor.
  2. Submit a crisis web form: You can submit the form https://secure.cic.gc.ca/ClientContact/en/Crisis on this link. It can be either filled by you or by your representative.
  3. Apply for the temporary resident visa using the IRCC Portal:Before starting this stage of the application process, you must have your unique reference code(s) ready. The codes must be used when completing this stage of the process.
