As part of its announcement that it will work to reduce the number of temporary residents in Canada while simultaneously striving to hit its target for permanent resident admissions, the IRCC is delivering on its goal of holding more domestic draws for permanent residency candidates already living in Canada, as evidenced by the number of program-specific draws held after a year of only category-based selection and general draws,
Eligibility Criteria
To be eligible for the French-language Proficiency Category, you must:
- Have French-language test results that show a minimum score of 7 in all 4 language abilities on the Niveaux de compétence linguistique canadiens
- meet all of the requirements in the instructions for that round

Scope for French Speakers
On 14th August 2024, Canada announced a new Direct PR pathway for francophone students. There is a big chance with this experimental program. It presents an opportunity to acquire a top-notch education as well as a direct route to permanent residency in Canada.
Earlier this year the department announced that it was targeting that 6% of all newcomers to Canada are French-speaking.
The IRCC wants to boost the number of French-speaking immigrants in areas where French is not the primary language by offering a simplified route to PR. This program is in line with Canada’s dedication to preserving and enhancing its bilingual character, which is essential to the country’s rich cultural heritage.
What is Category Based Draw
In order for the IRCC to more specifically target Express Entry candidates who are likely to either help the department meet a demographic objective or fill an immediate need in the workforce, category-based selection rounds of invitations were implemented in May 2023.
IRCC says the department decided on the six categories following months of consultations with relevant stakeholders. Categories include:
- Healthcare occupations
- Science, technology, engineering, and mathematics (STEM) professions
- Trades occupations, such as carpenters, plumbers, and contractors
- Transport occupations
- Agriculture and agri-food occupations
- French-language proficiency
What is Express Entry
Immigration, Refugees and Citizenship Canada (IRCC) uses a method called an Express Entry draw to choose profiles from the Express Entry pool and extend invitations to apply for permanent residence in Canada.
In an Express Entry draw, individuals are chosen by the IRCC from the Express Entry pool according to a combination of variables such as language proficiency and job experience, in addition to their Comprehensive Ranking System (CRS) score. Invitations to Apply (ITAs) are sent to those who reach or surpass the CRS score threshold established for that specific draw for permanent
Thus far in 2024, there have been 32 draws: 9 general draws, all program draws, 13 category-based draws, 6 PNP, and 4 CEC. PNP and CEC candidates have been the focus of the most recent draws from May, June, and July, which may indicate the emergence of a new trend. Additionally, the IRCC is planning to hold draws every two weeks.
