Ukraine immigration supports

The government of Manitoba has announced that several special immigration measures implemented to Ukraine immigration supports displaced by the ongoing conflict will be concluded on April 30, 2024. This comes after the federal government’s Canada Ukraine authorization for emergency travel (CUAET) program ended on March 31, 2024.

End of Ukraine EOI Draws

End of Ukraine EOI draws one of the key measures expiring is the Manitoba provincial nominee program’s (MPNP) Ukraine special measures expression of interest (EOI) draws. These expedited draws aimed to prioritize immigration applications from Ukrainian nationals meeting MPNP eligibility criteria.

Application Fee 

After April 30th, Ukrainian nationals will still be able to submit an EOI profile and be considered in MPNP’s regular draws but will no longer benefit from the prioritized Ukraine-specific draws.

Application fee refunds another temporary Ukraine immigration supportsallowed the MPNP to refund application fees for Ukrainians applying with a letter of advice to apply issued prior to May 1, 2024. No fee refunds will be provided for applications after this date.

This provided financial assistance to help displaced Ukrainians cover immigration costs as they sought a new home in Manitoba.

In-person immigration support, ending the special immigration information appointment services set up at Manitoba’s reception center for assisting Ukrainian arrivals, will also be discontinued at the end of April.

Impact of Temporary Measures

These measures played an important role in expediting immigration applications and providing resources for Ukrainians being displaced amid the ongoing conflict and humanitarian crisis.

Return to Normal Processing

Returning to normal processing while these specialized Ukrainian supports are ending, Manitoba will continue welcoming and processing immigration applications from Ukraine through regular programs like the MPNP’s skilled worker streams.

The expiration of these temporary policies aligns with the federal government’s phasing out of its CUAET emergency travel facilitation program for Ukrainian’s as of March 2024.

Manitoba’s immigration policies will now return to standard processing channels for applicants of all nationalities looking to settle in the province as permanent residents.

The special measures provided valuable emergency pathways, but a return to normal immigration procedures signals a period of relative stability in Ukraine that allows the reversion to standard operating protocol
