On September 19, 2024, Ontario held an important Express Entry draw under the Human Capital Priorities (HCP) stream, inviting 1,424 skilled candidates to apply for permanent residency (PR). This draw is part of Ontario’s ongoing efforts to attract high-demand talent that can fill key roles in the province’s economy.
Key Highlights of the OINP Draw
- Targeted Stream: The Human Capital Priorities stream, one of Ontario’s most popular pathways, was the focus of this draw. It is designed to bring in skilled foreign workers who possess the education, work experience, and language skills required to contribute effectively to Ontario’s labour market.
- CRS Score Range: Applicants that submitted their Express Entry profiles between September 19, 2023, and September 19, 2024 and with Comprehensive Ranking System (CRS) scores ranging from 505 to 528 were invited. This CRS score range reflects Ontario’s specific labour market needs, allowing mid-range scoring applicants a better chance to secure a PR invitation.
- Eligibility and Occupations: The draw targeted various in-demand occupations, including professionals with work experience in one of the 103 priority occupations.

Next Steps for Selected Candidates
Invited candidates must now proceed with their applications for Ontario’s Provincial Nominee Program (OINP). After receiving a nomination from Ontario, they will receive an additional 600 CRS points, virtually guaranteeing an Invitation to Apply (ITA) for Canadian permanent residency through the federal Express Entry system.
Once you receive a Notification of Interest (NOI) from Ontario under an Express Entry stream, you can apply online to the Ontario Immigrant Nominee Program (OINP) if you meet the criteria for that stream. You must submit your application within 45 calendar days of receiving the NOI.
To secure this nomination, applicants must meet all the requirements of Ontario’s HCP stream, including demonstrating strong language proficiency in either English or French and holding a valid Express Entry profile.
