For many years, Canada has been a preferred choice for international students looking for a top-notch education in a friendly, diversified setting. Canada’s public private college partnership are working together more frequently to provide distinctive, all-inclusive programs that are specifically designed to appeal to international students, in an effort to increase the country’s appeal. Government Measures to Restrict Immigration

Recently the Immigration minister Marc Miller is announcing a lot of changes in various programs to restrict immigration. Earlier this year the Canadian government  announced that it will impose a two-year cap on the number of applications for international student permits; the cap is predicted to provide about 360,000 authorized study permits in 2024, a 35% drop from 2023. The revelation of this information was startling, and ever since, the IRCC has been alert, watching for new regulations and devising strategies to assist those seeking to enter Canada.

Changes to Post-Graduation Work Visa Eligibility

On January 22nd, 2024 a news broke the internet which stated that International graduates of public private college partnership programs offered under a public private college partnership curriculum licensing agreement will no longer be qualified for a post-graduation work visa, according to confirmation from the IRCC. Previously, it was effective by 1st September, 2024 but today 22 March 2024 according to the recent update it will now be implemented starting from May 15, 2024. This implies that foreign students enrolled in this kind of program starting on May 15, 2024, or later, will not be qualified for a post-graduation work permit after graduation. Graduates of one of these programs may still apply for a different kind of work visa after graduation notwithstanding the change in the post-graduation work permit requirements. A graduate might, for instance, apply for a work permit backed by an employer’s authorized labor market impact assessment for professions where there is a labor shortage in Canada.

Rationale Behind the Changes

The government changed the requirements for obtaining a work permit after graduation despite the popularity of these programs due to concerns about the quality of education and the facilities at the universities. However this is not the case, the government took such a big step in an attempt to ensure that housing is reasonably priced and that education is of a high caliber, particularly in the Greater Toronto Area. . In order to proactively identify programs that have been impacted by the clarification, the IRCC will keep working with the provinces and territories. Every province and territory will have caps put in place by IRCC, and these caps will be commensurate with the population in each area. The IRCC hopes to lessen circumstances related to housing and less job opportunity as well as  preserve a more regulated and sustainable environment for foreign students studying in Canada by putting this reform into effect.
